If you sign in at those times, barring totally unforeseen circumstances, there will be someone there.

Other than the hosted times, it's possible to arrange with someone via PM to be there, and meet, or if you're feeling lucky, you could post that you are going to the chat room and take your chances that someone will see it and join you.
