confused about raising TSH and the skin issues

I had a higher TSH reading in Feb of 2016 (8.6) but my thyroid levels were within normal levels so dr. said it should right itself. I was experiencing bad flushing and dermatitis and I pushed the dr. to do more. Other labs revealed a higher than normal prolactin level and an MRI to check for a small pituitary tumor. The radiologist said if I had a tumor, it was small, so no treatment needed. So I took antihistamines and ate low histamine and it helped some. I did get into an endo but it wasn't until late June and I was in a flare and on a hefty dose of prednisone and all symproms disappeared. Now, a year later, I am on 4 mg of pred and flushing bad, scalp pain (as I said in my other post). A blood draw for a physical shows my TSH is up again to 9. Could this be causing my flushing, scalp issues and hair loss? I always read that low thyroid causes these things? I also can get oily hair from it, but dry at the same time and again I thought that was hyperthyroid? I have lost a little weight (which is fine) and I thought it was from the lowered pred dose and I haven't felt very hungry with the inflammation on my scalp and forehead. It is confusing for sure.
